North-East Governors to Establish Agencies Addressing Almajiri and Out-of-School Children Challenges
Governors of the North-East states, Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe—have committed to partnering with the National Commission for Almajiri and Out-of-School Children Education (NCAOOSCE) by allocating office space for the commission in each state.
This is the outcome of the communique read by the Governor of Taraba State, Agbu Kefas, at the end of the North-East Governors’ Forum meeting held in Damaturu, the Yobe State capital on Thursday, where the forum also pledged to support the enrolment of Almajiri and Out-of-children into formal school.
“Forum resolved to work closely with the National Commission for Almajiri and Out-of-School Children Education (NCAOOSCE) by providing office space in each state, support the enrolment of Almajiri and out-of-school children into formal school, provision of vocational and technical education as well as develop a unified approach to addressing the menace in the sub-region,” the communique read in part.
The Forum also noted with dismay the rising activities of insurgents in the sub-region and called for the Armed Forces, other security agencies and community leaders to reappraise their strategy in the counter insurgency onslaught in the region.
“Forum notes that addressing the security challenge in the Northeast requires a multidimensional approach of not only the kinetic strategy but also address the root causes such as youth employment through vocational and technical education, improved road networks, improving education and reducing poverty.
“The Forum is committed to addressing the issues of security by tackling the current situation while addressing some of the root causes.”
The Forum noted significance of the Nigerian Law school Yola Campus within the region and resolved to support its expansion by providing additional hostel accommodation, water supply and other facilities to improve the admission capacity of the campus and make it more conducive for training.
While commending the Federal Government and the military for their efforts in combating the Boko Haram insurgency, the Forum reaffirmed its commitment to addressing shared sub-regional concerns and advancing collective initiatives related to security, as well as the social and economic integration of the region

Rape Of 8 Yr Old: Uproar Over Detained NDLEA Official
The mother of an eight-year-old girl allegedly defiled by an operative of the National Drug Law Enforcement Agency (NDLEA) in Bauchi State has called for justice, expressing deep concern over delays in prosecuting the suspect.
The mother’s appeal was made public through her legal counsel, Barrister Alkasim Mohammed, a human rights lawyer representing the African Child Development and Human Right Protection.
According to the counsel, the incident occurred when the victim was sent to buy a sachet of water at the residence of the suspect, identified as 45-year-old Muhammad Mustapha Makama, a neighbour to the victim’s family.
He said the suspect allegedly lured and had carnal knowledge of the minor.
According to report, the case was promptly reported by the victim’s mother, Salamatu Musa, at the E Division of the Bauchi State Police Command on July 5, 2026.
Following the report, the police arrested Makama, and he has reportedly remained in police custody for almost three weeks without being charged in court.
Frustrated by the prolonged detention without trial, the human rights organisation petitioned the Bauchi State Commissioner of Police.
While commending the police for arresting a security personnel, Barrister Alkasim raised alarm over alleged behind-the-scenes moves by certain figures to secure the suspect’s release.
The lawyer noted that the Bauchi State Attorney General and Commissioner for Justice had already issued legal advice and an opinion on July 23, 2023, favouring the prosecution of the suspect based on available evidence, facts, and medical reports.
When contacted, the Police Public Relations Officer (PPRO), SP Nafiu Habib, confirmed the arrest of the suspect and assured the public that he would soon be charged in court.

INEC Rejects Military Routine Involvement In Elections
The Independent National Electoral Commission (INEC) on Thursday rejected the routine deployment of troops of the armed forces during elections, saying the Force should remain exceptional.
The electoral body specifically said the deployment of the military should arise only where prevailing security conditions require armed forces’ support in aid of the civil authorities.
The Chairman of INEC, Prof. Joash Amupitan, who spoke through the Director of Legal at the Commission, Al-Hassan Umar stated this at Army War College, Abuja while delivering a keynote address at a seminar.
According to the INEC chairman, the Constitution clearly defines the roles of institutions involved in election management, arguing that the Nigeria Police Force remains the lead agency for election security.
The electoral body boss said, “As both a teacher and practitioner of the law, permit me to begin by reaffirming the constitutional framework governing election security in Nigeria.
“The Constitution of the Federal Republic of Nigeria clearly delineates the responsibilities of institutions involved in the electoral process.
“INEC is constitutionally mandated to organise, undertake and supervise elections, while the Nigeria Police Force remains the lead agency for election security under the framework of the Inter-Agency Consultative Committee on Election Security.
“The role of the Armed Forces is exceptional rather than routine. Their deployment arises only where prevailing security conditions require military support in aid of the civil authorities and strictly in accordance with the Constitution and other applicable laws.”
