SERAP Gives Tinubu Seven Days To Order Probe Into INEC Voter Register Irregularities
The Socio-Economic Rights and Accountability Project (SERAP) has urged President Bola Tinubu to direct the Nigeria Data Protection Commission (NDPC) to launch an independent investigation into alleged manipulation of personal data and the appearance of suspected artificial intelligence-generated photographs in the Independent National Electoral Commission’s preliminary Register of Voters.
The organisation warned that the reported irregularities could compromise the integrity of the voter register, expose Nigerians’ personal information to unauthorised alterations and undermine public confidence in the electoral process ahead of the 2027 general elections.
In a letter dated October 31, 2026, and signed by its Deputy Director, Kolawole Oluwadare, SERAP asked Tinubu to direct the National Commissioner and Chief Executive Officer of the NDPC, Dr Vincent Olatunji, to investigate the circumstances surrounding the questionable registration records.
SERAP specifically called for an examination of the nature and extent of the alleged irregularities, the number of affected records, their geographical distribution, when and how they were created or altered, and the individuals or institutions responsible.
The organisation’s demand follows INEC’s acknowledgement of concerns over suspected AI-generated photographs and questionable registration records identified during the nationwide display of the preliminary voter register between October 9 and 15.
According to SERAP, INEC, in a statement issued on October 27, acknowledged that suspicious photographs had appeared in the preliminary register published on its website.
The commission also reportedly disclosed that questionable registration records had been identified and flagged for further examination during the physical display exercise, adding that it had commenced a review and was taking corrective action.
SERAP, however, maintained that INEC’s internal review should not replace an independent investigation by the data protection commission.
It urged the NDPC to conduct a forensic examination of the affected database and systems to establish whether personal data had been unlawfully accessed or altered and determine whether the electoral commission breached provisions of the Nigeria Data Protection Act 2023.
The organisation also asked the commission to establish whether the reported incidents constituted a personal data breach under Section 65 of the Act and whether INEC complied with its notification and record-keeping obligations.
SERAP further called for stronger security safeguards and accessible procedures that would enable affected Nigerians to verify and correct their voter information without being unfairly excluded from the electoral process.
It also demanded the publication of the investigation’s findings and recommendations, subject to lawful protections, and accountability for anyone found responsible for wrongdoing.
The organisation cited Sections 24 and 39 of the Nigeria Data Protection Act, which require personal data to be processed accurately and securely and protected against unlawful alteration, loss or unauthorised access.
It also referenced Section 40, which requires data controllers to notify the NDPC of certain personal data breaches within 72 hours of becoming aware of them.
SERAP warned that the alleged irregularities were particularly concerning because INEC’s voter database contains the personal information of millions of Nigerians and is central to their constitutional and democratic rights.
It argued that any unlawful manipulation of the information could undermine the reliability of the register and expose eligible voters to wrongful exclusion.
The organisation also invoked Section 37 of the Nigerian Constitution, which guarantees the right to privacy, as well as provisions of the African Charter on Human and Peoples’ Rights and the International Covenant on Civil and Political Rights protecting citizens’ rights to participate in public affairs and vote in genuine elections.
Meanwhile, INEC has reportedly maintained that the preliminary register is not the final certified version and that verification, adjudication and data-cleanup processes would be completed before the final Register of Voters is certified on December 15, 2026.
SERAP asked Tinubu to ensure that the requested measures were taken within seven days of receiving or the publication of its letter, warning that it would consider legal action and other lawful measures if the authorities failed to respond.
The organisation said an independent investigation and transparent resolution of the allegations were necessary to protect Nigerians’ personal information and preserve confidence in the voter register ahead of the 2027 elections.

2027: God Has Granted My Request To Continue – Tinubu
President Bola Ahmed Tinubu has reaffirmed his commitment to Nigeria, saying God has answered his prayer to continue in office.
The President stated this on Monday while reflecting on his spiritual journey to the Kingdom of Saudi Arabia to perform Umrah, during which the Custodian of the Holy Mosques of Makkah and Madinah, King Salman bin Abdulaziz Al Saud, granted him a rare privilege of leading Nigeria’s delegation to pray inside the Holy Ka’abah.
At the Ka’abah, Tinubu offered prayers of gratitude to Almighty Allah for the privilege of serving as Nigeria’s President.
Sheikh Dahlulah Muthawal of Masjid al-Haram led the President into the Ka’abah.
Tinubu thanked the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and Crown Prince Mohammed bin Salman, for granting him and members of his Nigerian delegation the opportunity to enter the Holy Ka’abah in Makkah and offer prayers to Almighty Allah.
The President described the honour as a historic and deeply cherished spiritual experience, reflecting the longstanding bonds of friendship, mutual respect and cooperation between Nigeria and the Kingdom of Saudi Arabia.
“I want to say a big thank you for the faith, for the recognition. I can’t believe the fencing of the Ka’abah is in Green-White-Green, which reminds us of the Nigerian identity.”
“I thank the Crown Prince and all the administrators of the holy land. I thank them for the hospitality and recognition given to me as the leader of the delegation and the country.
“We are all facing challenges and hostility around us. We will overcome them with faith in God Almighty. I’m grateful forever. I thank the King and the royal Crown Prince.
“It is an honour that I enjoyed, and it is gracious of them to have allowed me to enter inside the Ka’abah. This is history. Well, I asked for wisdom and resilience to continue to serve the people. I know that prayer has been granted. Before the 2023 election, I did the same thing. I asked Allah to bless my Umrah then, and He did.
And I promised that I would come back to thank Him.”
Reflecting on the message from the Holy Qur’an in Surah Aal-Imran, Verse 26, which affirms that Almighty Allah is the Owner of all sovereignty, granting power and authority to whom He wills and taking them away from whom He wills, the President said power is a trust that must be exercised responsibly, with humility and in the service of the people, recognising that no position of authority is permanent and that ultimate sovereignty belongs to Almighty Allah.
“There is no other God but Almighty Allah. He is the giver and the taker. He owns power and authority. He says, ‘ If I give you, use it well. If you don’t use it in accordance with my dictates, I can take it from you and give it to another person. I am the only One who has that authority,” the President said, quoting the words of the Qur’an.
Tinubu said faith in Allah had strengthened his conviction that his emergence as Nigeria’s leader was an extraordinary blessing that must be matched with dedicated service to the country.
“I have faith in that, and I believe extremely well that He has done me and my country a great favour. Out of many millions of people, to be the President and Commander-in-Chief is a favour that only Almighty God can do to a human being,” he stated.
Tinubu emphasised that his commitment to Project Nigeria had become even stronger, assuring Nigerians of his resolve to pursue policies and programmes that would promote prosperity, national development and shared progress.
“My commitment to Project Nigeria is higher. I am determined to usher in prosperity and fully develop the country, consistent with the wish of Allah and the support of the people.
“It is important to put Allah first, then move on. Follow your conscience. Follow the right path that will lead Nigeria to that greatness,” the President said.
On the nation’s economic outlook, Tinubu expressed optimism about the “progress made under his watch”, describing the economic foundation as solid and the country’s emergence from a difficult period as encouraging.
“The foundation is solid, and the economy has come out of the dark tunnel. This is inspiring,” he said.
He maintained, however, that nation-building requires sustained investment in young Nigerians’ future, noting that today’s leaders’ decisions will determine how future generations remember them.
“We need to build a future for our youth. If we don’t invest in their future, how do we want to be remembered as leaders 50 years from now? That’s the main thing. So this is a rare privilege to lead the country,” the President added.
